Peter Weston

Principal Consultant and co-founder

Peter is the international development director of K4Dev. He provides and coordinates the technical expertise, consultant networks and service delivery for clients. Peter is an evaluation expert with over 25 years’ experience in international aid and development. Since 2010, Peter has focused on research and evaluation of projects in Africa, the Indo-Pacific, and Middle East, and global-scale programs. Peter has worked and excelled on all sides of aid programming: conducting, supervising and commissioning evaluations as well as managing aid programmes. Peter is also an experienced trainer of evaluators, proposal and project design writers, and a former manager of M&E departments. In addition to being a professional who delivers excellence, he is a ‘true-believer’: Peter is committed to eliminating vulnerability and poverty by providing aid organisations the highest standards of evidence to inform their programmatic decision-making and advocacy.

Peter is a member of the Australian Evaluation Society, the Social Impact Measurement Network of Australia (SIMNA), and a registered sector expert with the Research for Development Impact (RDI) Network. Peter was also a Co-Founder of the Solomon Islands Evaluation Network.

Peter holds a Master of Environmental Sustainability, a Graduate Diploma of International Health, and a Bachelor of Commerce/Economics from universities that rank in the global top 50.

Jenny Weston

Business Manager and co-founder

Jenny is the managerial brains of the agency. She oversees the long-term and day-to-day organisation of the operation, including finance, recruitment, contract management and administration. Jenny’s eye for detail ensures nothing goes out until it meets the high standard of quality and consistency that we strive for at K4Dev. She is a firm believer that communication is key to successful business relationships. When Peter is ‘out of country’ working in remote locations, Jenny will follow through with clients and associates to ensure things are keeping to schedule. Prior to founding K4Dev, Jenny spent 17 years in administration, marketing and management in the manufacturing import/export sector.

    Dr Adam

    Dr Adam is a peak expert in market-chain and value-chain analysis, focussed on Pacific Island countries. In addition to conducting analyses, Dr Adam has an extensive track record of managing programs and training staff. He has also developed organisational guidelines for market assessment and design of livelihoods projects in remote communities in fragile countries. His research and work in this field includes experience as a technical advisor, evaluator, consultant, senior government officer, community development practitioner, university researcher and lecturer. Dr Adam’s research has been published extensively in international academic peer-reviewed journals and edited volumes. His academic achievements have been recognised with an honorary position at the Australian National University. Dr Adam is based in Vanuatu and is fluent in Melanesian Bislama

    Kate

    Kate is an international public health specialist since 2009, with experience in Southeast Asia, including Timor-Leste, the Pacific, the Middle East and Australia. Kate has worked with academic institutions, UN agencies, governments and NGOs throughout these regions on projects to protect, promote and support the health and nutritional and health status of children and their mothers, as well as sexual and reproductive health in resource-constrained communities. Kate has also conducted health research through Menzies School of Health Research and Stanford University. Her qualifications in economics and international health policy allow her to critically assess qualitative and quantitative data, and identify domestic trends against the global evidence and best practice. Kate’s interests in multi-sectoral programming to address the underlying determinants of malnutrition, optimizing existing platforms to promote health, collaborative health system strengthening and social transfers.

    Lucy brings over 18 years of Africa-focussed development, monitoring and evaluation experience to the team. her work has focussed on gender equality, inclusion and diversity, governance, citizen engagement, youth empowerment, conflict transformation, health, climate change and natural resource management. Lucy has worked for government institutions and leading international organisations such as WMO, GCF, DANIDA, FCDO (DFID), SIDA, USAID/AHADI, Diakonia Sweden, IFAD, ChildFund, Saferworld UK, EUMETSAT, FSDA East Africa, RTI International, Land O’Lakes, SNV- Netherlands, Concern Worldwide, CARE International and Aga Khan Foundation.

    Elton

    Elton has specialised in monitoring and evaluation in the Solomon Islands since 2010. His career ranges from conducting field-based evaluations to senior management for national M&E departments. Elton has worked for various government and non-government organisations including Australian National University, World Bank, World Vision, Ministry or Education and Ministry of National Planning and Development Coordination. His monitoring and evaluation experience covers island and urban livelihoods, climate change adaptation, education, eliminating gender-based violence, health and WASH. Elton is highly experienced in quantitative and qualitative methods, M&E planning, M&E system improvement, data use and data visualization and report writing.

    Thomas

    Thomas is a health and international development researcher who specialises in health behaviour change, health systems strengthening, and social protection. He has conducted academic and project-based research in various countries throughout the Asia Pacific region, including Timor-Leste, Cambodia, Thailand, Bangladesh, Indonesia, and the Philippines. Thomas specialises in mixed-methods research and systematic literature reviews and has published in various peer-reviewed journals. He also has experience in project design, monitoring and evaluation, and reporting for international donors such as USAID, DFAT, UNICEF, and The Global Fund.

    Zenny

    Zenny is a highly experienced Timorese evaluation and community development specialist. She has conducted baselines, mid-term reviews and final evaluations for projects covering sectors such as women’s participation and gender issues, nutrition, agriculture, violence against children, parenting programs, transactional sex, and social issues in Timor-Leste. Beyond evaluation, Zenny has deep experience in community development program management, project leadership and implementation as well. She has facilitated programmes in Active Non-Violence (ANV) training, Communication Skills for Youths, sports groups, community leaders, and people involved in community conflict, Community Consultations and local authorities in Timor-Leste.

    Dr Tinashe

    Dr Tinashe is a research scientist and statistical data analyst with diverse operational with experience in international development, academia and industry. His experience includes research and development, policy improvement, project management, and scientific administration. Tinashe has worked on projects targeted at productivity enhancement and community development in the Africa, UK, EU and Australia through universities and national and international research organisations. Tinashe extended his passion for sustainable development by working on technology transfer to rising nations in southeast Asia and Africa and is applying his statistical skills in evaluation data analysis.

    Mary

    Mary is a collaboration-focussed researcher and writer for the INGO and government sectors. She has expertise in organisational learning and process improvement in the context of emergency preparedness and risk reduction. Her primary expertise is working with practitioners and other relevant stakeholders to refine and translate project and assessment information into documentation that meets the needs of relevant technical and non-technical target audiences.

    Frank

    Frank is an Agricultural Economist with almost two decades of international expertise. He has experience in quantitative and qualitative research including developing data collection tools, data collection, data entry, analysis and report writing. Prior to his transition to consultancy, Frank was one of World Vision International’s global technical advisors for local economic development and financial inclusion, and has also extensively engaged in GBV programmes and faith-based development approaches. Over the years, he has piloted and scaled up inclusive models such as market systems development, graduation approaches, climate smart agriculture; financial inclusion and women economic empowerment.

    Noah

    Noah is a monitoring and evaluation specialist based in Port Moresby, Papua New Guinea. Noah is highly experienced in project management, monitoring & evaluation, and field-based community development work. Noah has worked in various international non-government organisations and development consultancies in the capacity of M&E. He has led evaluations in rural and urban livelihoods; health; education; and water, sanitation and hygiene. Noah is a member of the Papua New Guinea Evaluation Society and has received several awards during his M&E career.

    Viktoria

    Viktoria is K4Dev’s disability inclusion expert consultant. Since 2007 she has worked in the field of disability, providing capacity-building training, development of disability-inclusive project designs and M&E tools; conducting disability-inclusive or disability specific assessments; collecting disability disaggregated data. Viktoria has experience developing disability-inclusion capacity with local partners in Sri Lanka, Uganda, Timor-Leste, Somalia-Somaliland, Lao Republic, and Indonesia.

    Harbi

    Harbi is a Kenya-based evaluation and research facilitator, coordinator, and program manager. He has rich field experience, having worked in aid and development since 2008 across diverse organisations and contexts in Somalia, Kenya and Ethiopia. Past employees and clients have included UNDP, WFP, UNHCR CARE, World Vision International, and FCDO. His research has especially focussed on themes of conflict mapping, stabilization, civic education and accountability, security sector reform, economic development, environmental protection, and community needs assessment.

    Laura

    Laura is an international development consultant with over 25 years of combined experience from working in the private sector and international relief and development organisations including the United Nations and several INGOs. Laura has conducted relief and development work in Africa, Latin America, Asia, the Middle East, and Europe. She has expertise and a passion for environmental and climate change programming, plus women’s empowerment in development, and broader community livelihood and resilience building programmes. Beyond development, Laura has been a humanitarian learning facilitator, advisor and manager, a published author, and has experience conducting workshops and events in various settings. Laura is fluent in English, French and Spanish.

    Dr Raul

    Dr Raul is a skilled, internationally experienced Medical Doctor, Health Program Manager, Country Director and Regional Health Adviser with over 20 years’ experience in international development and emergency response. He has a passion for improving Maternal Newborn and Child Health, and Nutrition through primary health care system strengthening and staff and community capacity building. A strong decision maker who understands the importance of compassion and patience, serving in low-capacity settings and working a wide scope of stakeholders from communities up to an array of local health, government and international partners.

    Guled

    Guled is a highly experienced monitoring and evaluation specialist and researcher based in Somalia. His expertise spans 12 years and includes conducting baseline assessments, midline evaluations, endline assessments, post-distribution monitoring, and needs assessments. Guled has collaborated with numerous international non-governmental organizations and development consultancies including Somali Stability Fund, Norwegian Refugee Council, Foreign Commonwealth Development Office, UNDP, Adam Smith, UNICEF, Global Fund, WFP, Somalia Resilience Programme, Oxfam, SomRep, and World Vision. He has applied quantitative and qualitative research methods in significant studies in food security, health, education, water, sanitation, hygiene, economic growth, and peacebuilding, particularly in fragile and post-conflict environments.

    Ahmed

    Ahmed is a Researcher and Data Analyst with over 9 years of experience in Monitoring, Evaluation, and Learning (MEL), private sector development, and project management across Somalia, Ethiopia, Kenya, Uganda, and the UK. He has led MEL assignments for major international organizations, including USAID, World Bank, UNICEF, FAO, and Save the Children, amongst others. Ahmed specializes in quantitative and qualitative tool design, data analysis, value chain analysis, and report writing, with a focus on market-systems, resilience, education, economic development, agriculture, and youth employment projects.

    Osborn

    Osborn is one the Solomon Islands’ most advanced experts in evaluation and monitoring of international development projects. Since 2008, Osborn has been a key evaluation facilitator, as well as a coordinator and manager of project designs, evaluations and monitoring for long-term development projects in gender-based violence reduction, education, community economic development, water, sanitation and hygiene, and primary health care. His experience spans academia, non-government organisations, and multinational private managing contractors, having worked for DT Global, World Vision, Save the Children, the International Centre for Transitional Justice, University of Otago, Australian National University, and UNICEF. To complement his work experience, Osborn has undertaken many evaluation, research, and leadership-related training by universities and international development institutions around the world.

    Alexandra

    Alexandra, currently based in the Philippines, is a GEDSI, protection and safeguarding specialist since 2010. Her experience covers Asia, including, Bangladesh, Cambodia, India, Philippines, Thailand, and Australia. Alexandra focuses on child protection, youth engagement, women’s empowerment and anti-human trafficking programming. She has implemented projects for USAID, DFAT, DFID, UNICEF, UNWomen, UNFPA and other UN agencies and has supported the National Governments, INGOs and grassroots organizations. Alexandra provides technical guidance throughout the program cycle and advises organizations on how to improve their safeguarding practices.

    Neil

    Neil has pioneered work in ICT4D since 2008 and, through his own company, Smap Consulting, his products are used by more than 80 organisations including World Vision and the Smithsonian. These include mobile digital survey technology, electronic medical records system and Mobile Work Force Assistant tools that guide field workers through complex tasks to increase consistency and quality of outcomes. Prior to working in ICT4D Neil worked as an IT Solutions Architect at IBM, Fujitsu, DMR and other IT companies. He has also worked in research and development at Rolls Royce. Technical skills include IT Security, Solution Architectures, Technical Strategy and Software Development. His education consists of a Bachelor of Engineering and a Master of Management Technology.
